Join us for the launch of the Singapore Pavilion, which will highlight Singapore's collaborative efforts to accelerate collective climate action. The Singapore Pavilion will open with video remarks by Minister of Sustainability and the Environment, Grace Fu, which will follow with opening remarks by Managing Director of the Monetary Authority of Singapore, Ravi Menon. The launch event will also feature a panel discussion comprising stakeholders representing diverse sectors of society that are coming together to advance climate action in Singapore and with all our regional and international partners.

 in 2011. He was previously Permanent Secretary at the Ministry of Trade & Industry and Deputy Secretary at the Ministry of Finance.<br /><br />Mr Menon began his career at MAS in 1987. During his 16 years in MAS, he was involved in monetary policy; econometric forecasting; organisational development; banking regulation and liberalisation; and integrated supervision of complex financial institutions. Mr Menon spent a year at the Bank for International Settlements in Basel, as a member of the secretariat to the Financial Stability Forum. A recipient of the Singapore Government's Meritorious Service Medal and Public Administration (Gold) Medal, Mr Menon has served on a variety of boards in the public, private, and people sectors in Singapore. On the international front, Mr Menon chairs the Network of Central Banks and Supervisors for Greening the Financial System as well as Chair of the Glasgow Financial Alliance for Net Zero APAC Network Advisory Board. He is also a member of the Financial Stability Board (FSB) Steering Committee.  Working Group II in July 2023. He is an Associate Professor of Urban Climate and a Lee Kong Chian Research Fellow at Singapore Management University’s College of Integrative Studies. He was a Lead Author in the WGII chapter on “Cities, Settlements and Key Infrastructure” and Lead for the Cross-Chapter Paper on “Cities and Settlements by the Sea” in AR6, as well as contributing to chapters in Working Groups I and III that had urban assessments. Dr. Chow was also a member of the IPCC Task Group on Data Support for Climate Change Assessments (TG-Data) in AR6.<br /><br />His main research interests are on urban climate change risk and vulnerability, and on urban climatology with a focus on heat island adaptation and mitigation. He is a Co-Lead Principal Investigator for the Cooling Singapore initiative, which is a major multi-disciplinary and multi-institute research project dedicated to developing solutions to address Singapore’s urban heat challenge since 2017. Dr. Chow advises on several Singaporean and international urban resilience research projects, and also teaches courses on climate change and urban sustainability solutions at Singapore Management University. Beyond Borders: Harnessing Greater Mitigation Opportunities Through International Cooperation

When it comes to opportunities to reduce emissions, a world united can achieve more than what individual nations set out to do. This event aims to showcase two prototypes that will help governments envision how mitigation potential can be increased through international collaboration.
The first is the launch of the NUS Decision Theatre for informing regional collaborations on nature-based climate solutions developed by the NUS Centre for Nature-based Climate Solutions in partnership with ST Engineering GeoInsights.
The second is the launch of the Mitigation Atlas, developed by an international research consortium of thinktanks, including Climate Analytics, NUS' Institute of Environment and Sustainability, Singapore-based Agency for Science, Technology and Research (A*STAR), the Indonesia-based Institute for Essential Services Review (IESR), UK-based OSeMOSYS and US and Europe-based Supergrid Consortium.

His substantive research interests include climate policy, biodiversity conservation/land use change, and sustainable environmental management of forests and related agricultural sectors. His geographic focus includes Southeast Asia, North America, Latin America and Europe. Cashore’s theoretical interests include the potential of anticipatory policy design for identifying path dependent policy mixes capable of ameliorating “super wicked” environmental problems; the legitimacy and authority requirements of non-state market driven (NSMD) global governance; and the influence of economic globalisation on domestic environmental policies. His current research focuses on the "micro-level" policy triggers for macro level change, and the potential of thermostatic insitutions to help ameliorate the biodiversity and climate crises. , an Indonesia energy and climate policy think tank. He has more than 20+ years of experience in energy policy, electricity regulation, and climate policy. He advises Indonesian government agencies, businesses, non-governmental organizations (NGOs), and multilateral development organizations. From 2006 to 2018, he served as Indonesia's delegate to climate change negotiations. He was a member of the National Council on Climate Change's Working Groups from 2009 to 2014, and a member of the Indonesia Climate Change Trust Fund (ICCTF) Steering Committee from 2015 to 2019. Emerging markets (EMs) are home to 80% of the world's population, with Southeast Asia, India and Africa together consuming one-quarter of global energy. With changes in lifestyle brought about by growing affluence projected in these EMs – cars, air-conditioning, larger homes, and higher protein diets, their share of global emissions may rise to 73% by 2050. Thus, achieving our collective climate goals requires supporting a technological leapfrog and rapid adoption of renewable energy production and consumption in EMs.

The rise of carbon markets has led to the development of carbon-abatement projects that, if done well, could have positive benefits on the global climate. But such projects should be viewed from more than just from the carbon lens. Whether it be the protection or restoration of nature, or the provision of cookstoves to rural communities, carbon projects could provide many other positive benefits for local communities and biodiversity. This panel hopes to expound on the non-carbon benefits of Article 6 implementation projects, using examples from real-world projects across the tropics, from Southeast Asia to Africa and Latin America. Corporate Sustainability Disclosures as the Foundation for Transition Finance

This panel will showcase the ASEAN Capital Markets Forum’s (ACMF) collaboration with the IFRS Foundation’s ISSB to promote consistent and comparable corporate sustainability disclosures in ASEAN, which is foundational to supporting the transition towards sustainable ASEAN capital markets. Given the existing high adoption of GRI standards in the ASEAN region, the panel will also discuss the need for interoperability between, and the complementarity of, GRI and ISSB Standards and how GRI and IFRS Foundation are working together to deliver practical guidance with ASEAN as a priority area of focus. Against this backdrop, the panel will also discuss the development of Singapore’s sustainability reporting roadmap for ISSB-aligned climate-related disclosures for companies in Singapore.

The office was set up to develop a roadmap for wider implementation of sustainability reporting for companies incorporated in Singapore, including the development of reporting and assurance standards. It also drives the sustainability efforts within ACRA.<br /><br />Ms Gill also leads ACRA’s involvement in the International Forum of Independent Audit Regulators (IFIAR), of which ACRA is a member of the IFIAR Board, serving as the Chair of the Human Resources and Governance Committee. She is focused on bringing together the financial sector across developed and emerging APAC to accelerate an inclusive and just transition to a net-zero economy.<br /><br />Prior to joining GFANZ, she was at the United Nations Environment Programme (UNEP) Finance Initiative for 20 years and leading its activities in Asia Pacific for the last four years. She has represented UNEP FI at all three major sustainability reporting initiatives, GRI, IIRC and SASB, at various points in time. He is frequently invited as a moderator and speaker for international conferences on topics of climate finance, carbon pricing and markets, and mobilizing private capital. He served as an advisor to the Global Innovation Lab for Climate Finance since its inception. Carbon Capture and Sequestration – Promise, Prospects and Challenges
Panel discussion
The Intergovernmental Panel on Climate Change, in its Special Report on Global Warming at 1.5℃, shows that carbon dioxide removal (CDR) of 100-1000 GtCO2 will be required over the 21st Century, but notes that this accelerated level of removal is unprecedented and unproven, and that further work needs to be done on its feasibility and sustainability. It is estimated that up to 90% of carbon emissions from the industrial use of fossil fuels could be removed by CCS. This potential is concentrated in the Asia–Pacific region that has 1,300 emitter companies and more than 20 potential hubs. The momentum in CCUS deployment has grown substantially in recent years, with over 500 projects in various stages of development across the CCUS value chain and announcements of around 50 new capture facilities to be operating by 2030, capturing around 125 Mt CO2 per year.
While there is growing interest to develop off-shore CCS in sub-seabed geological formations, there are unresolved questions about the legal and regulatory, technological and logistics considerations that impact on its deployment at scale and the risks of adverse effects on the marine environment. The panel will examine the legal and policy context in which CCS is being advocated and examine the existing international and domestic legal regulatory frameworks (including gaps) that govern such activities as well as the policy, economic and technical drivers that incentivize CCS infrastructure and activities. The panel will also discuss questions relating to the carbon accounting infrastructure and methodologies for CO2 capture and storage and CO2 transport and a case study of innovative CCS technologies will be presented.

The Intergovernmental Panel on Climate Change, in its Special Report on Global Warming at 1.5℃, shows that carbon dioxide removal (CDR) of 100-1000 GtCO2 will be required over the 21st Century, but notes that this accelerated level of removal is unprecedented and unproven, and that further work needs to be done on its feasibility and sustainability. It is estimated that up to 90% of carbon emissions from the industrial use of fossil fuels could be removed by CCS. This potential is concentrated in the Asia–Pacific region that has 1,300 emitter companies and more than 20 potential hubs. The momentum in CCUS deployment has grown substantially in recent years, with over 500 projects in various stages of development across the CCUS value chain and announcements of around 50 new capture facilities to be operating by 2030, capturing around 125 Mt CO2 per year. While there is growing interest to develop off-shore CCS in sub-seabed geological formations, there are unresolved questions about the legal and regulatory, technological and logistics considerations that impact on its deployment at scale and the risks of adverse effects on the marine environment. The panel will examine the legal and policy context in which CCS is being advocated and examine the existing international and domestic legal regulatory frameworks (including gaps) that govern such activities as well as the policy, economic and technical drivers that incentivize CCS infrastructure and activities. The panel will also discuss questions relating to the carbon accounting infrastructure and methodologies for CO2 capture and storage and CO2 transport and a case study of innovative CCS technologies will be presented. |

Ms. Hupe has a vital role in providing leadership for ICAO’s efforts to define and promote policies and Standards for environmentally sustainable aviation, managing a portfolio that includes aircraft noise, local air quality, global climate, clean energy and sustainable aviation fuels, adaptation, circular economy and a global market-based measure for international aviation. She currently leads the Organization’s efforts on green innovation for mitigation and adaptation.<br /><br />Ms. Hupe was at the forefront of the conceptualization and development of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), which was agreed in 2016 as the first global market-based mechanism for any industry sector. She ensures that “CORSIA is on track” by leading its implementation strategy, including putting in place the necessary regulatory frameworks and tools whilst ensuring that “no country is left behind” by implementing ACT-CORSIA (Assistance, Capacity Building and Training for CORSIA).<br /><br />Under her leadership, ICAO adopted the ICAO long-term aspirational goal of NET-ZERO aviation CO2 emissions by 2050 and is developing the implementation framework for its achievement. Together with global policy and standard setting, a vital component of this framework is capacity building and assistance. The Greening Government Initiative (GGI), launched in 2021, is an international community for officials to share best practices, showcase innovation and develop collaborations to advance environmental sustainability in government operations.
In many countries, governments have the largest influence. Government efforts not only have direct emissions impacts, but can also spur economy-wide actions, drive zero-carbon technologies, lower decarbonisation costs and demonstrate leadership.
The governments of Singapore, Canada and the United States will host the first-ever in-person GGI gathering, which will showcase how officials around the world learn from one another, highlight member countries’ decarbonisation efforts and invite new countries to join.

Before that, Tze-Ch’in served 2 tours in the Ministry of Education (MOE) family. He was the Chief Executive of SkillsFuture Singapore and concurrently Deputy Secretary (SkillsFuture) in MOE; and prior to that, the Coordinating Divisional Director of the Higher Education Group in MOE. Before his Public Service career, Tze-Ch’in started out in the Singapore Armed Forces (SAF), attaining the rank of Brigadier General after almost 25 years of service. His last 2 appointments in the SAF were: Director of Military Intelligence / Chief C4I; and Commander of the 3rd Singapore Division.<br /><br />Tze-Ch’in currently serves on the Board of the Housing and Development<br />Board, and the Advisory Board of Singapore Management University’s College of Integrative Studies. SFA considers novel food to be food and food ingredients that do not have a history of safe use. Novel food may also include compounds that are chemically identical to naturally occurring substances, but are produced through applications of technology (e.g. precision fermentation). <br /><br />Teng Yong is responsible for the development of the regulatory framework for novel foods, and has been involved in the safety assessment of new food ingredients such as microbial proteins and cultured meat. Additionally, she serves as a Venture Partner for Future Hub's climate-focused fund. She has also collaborated with development finance institutions (DFIs), working as an economist consultant for the World Bank. Cici provideed advisory services to organizations such as ADB, USAID, and AustraliaAid, with a focus on sustainable infrastructure investment. Recently, Cici co-authored the publication "Enhancing Private Chinese Investments in Climate Funds Led by Diverse Stakeholders."<br /><br />Cici played a pivotal role in the China Youth Climate Action Network, the largest youth-led climate NGO in China. Partnership to Strengthen Transparency for Co-innovation (PaSTI-JAIF with ASEAN Member States)

This side-event is co-organised by MSE, NEA, the Ministry of the Environment Japan (MOEJ) and the Overseas Environmental Cooperation Center, Japan (OECC, Japan) to showcase the PasTI project. The PaSTI project is a collaboration between Singapore and Japan under the ASEAN Working Group on Climate Change (AWGCC) to build up and strengthen the ASEAN region’s transparency efforts on Greenhouse Gas Measurement and Reporting (GHG-M&R). The project is implemented in phases with Phase 1 completed in Jul 2020 with a roadmap for designing a set of facility-level GHG-M&R Guidelines for the ASEAN region and Phase 2 completed in Mar 2023 with the delivery of a set of ASEAN Guidelines on facility-level GHG M&R. The project is currently into Phase 3 to pilot the developed guidelines in some ASEAN Member States (AMS). The PaSTI side-event at COP28 aims to provide an update on the progress of enhancing transparency activities in AMS through implementation of pilot projects in PaSTI-JAIF Phase 3. This includes having some of the AMS share their journey in implementing the pilot projects on facility-level GHG-M&R in relation with achieving NDCs. A PaSTI event was also held at the Singapore Pavilion in COP27, with opening addresses by Singapore's Minister for Sustainability and the Environment and Minister of the Environment, Japan (NISHIMURA Akihiro) to commemorate the finalisation of the facility-level M&R guidelines.

Before becoming the Minister, he held prominent positions during his 23 years as a member of the House of Representatives like the Director-General of International Bureau of LDP and Chief Director of the Committee on Environment of the House of Representatives, among others. He obtained master’s degree (MA) from Graduate School of Law, Keio University and from Graduated School of Arts and Sciences, Harvard University. He was born in Tokyo on May 6, 1953, and elected seven times from the Miyagi District to the House of Representatives. His father and grandfather were also involved in politics.
