Partnership to Strengthen Transparency for Co-innovation (PaSTI-JAIF with ASEAN Member States) - 12 Dec 2023

This side-event is co-organised by MSE, NEA, the Ministry of the Environment Japan (MOEJ) and the Overseas Environmental Cooperation Center, Japan (OECC, Japan) to showcase the PasTI project. The PaSTI project is a collaboration between Singapore and Japan under the ASEAN Working Group on Climate Change (AWGCC) to build up and strengthen the ASEAN region’s transparency efforts on Greenhouse Gas Measurement and Reporting (GHG-M&R). The project is implemented in phases with Phase 1 completed in Jul 2020 with a roadmap for designing a set of facility-level GHG-M&R Guidelines for the ASEAN region and Phase 2 completed in Mar 2023 with the delivery of a set of ASEAN Guidelines on facility-level GHG M&R. The project is currently into Phase 3 to pilot the developed guidelines in some ASEAN Member States (AMS). The PaSTI side-event at COP28 aims to provide an update on the progress of enhancing transparency activities in AMS through implementation of pilot projects in PaSTI-JAIF Phase 3. This includes having some of the AMS share their journey in implementing the pilot projects on facility-level GHG-M&R in relation with achieving NDCs. A PaSTI event was also held at the Singapore Pavilion in COP27, with opening addresses by Singapore's Minister for Sustainability and the Environment and Minister of the Environment, Japan (NISHIMURA Akihiro) to commemorate the finalisation of the facility-level M&R guidelines.
