International Cooperation and Capacity Building in Carbon Markets

International cooperation is needed to realise globally liquid and high-quality carbon markets.

Singapore is actively forging bilateral cooperation under Article 6 of the Paris Agreement, having signed bilateral Implementation Agreements with nine countries. Through the Singapore Cooperation Enterprise, we are curating new capacity building initiatives tailored to each partner country to support them in operationalising Article 6 cooperation over the next few years.

We are also supporting regional initiatives such as the Southeast Asia Climate and Nature-based Solutions coalition to develop nature-based solution best practices and tools.

Kenya, Singapore, and the UK have launched The Coalition to Grow Carbon Markets. At COP30, the Coalition published a set of shared principles on the voluntary use of high-integrity carbon credits by businesses.
